Krill v. 04 Feb 03

This is a modified version of the Krill in which all files have been modified to some extent while attempting to follow the description of them in the original AI_General file.

- Slightly increased Attack ship construction in Krill_AI_Construct Vehicle File

- Several minor changes from 13 Dec 01 version to improve AI performance.  All files are for SEIV Gold v1.60

 - Corrected some errors from initial oversight and overwriting of files.

 - All AI files have been modified (including speech) to provide a more challenging opponent while displaying a more unique 'feel' that follows the description from the original AI_General file.
 - Some noticable changes:
   - AI will use troops and troop transports that are included into fleets to capture planets.
   - AI will design scout ships that it will use to expand its exploration range early in the game.
   - AI will include general purpose minesweeper/point defense ships in fleets.
